Räumungen von Refugee-Hausbesetzungen in Thessaloniki – Schlag gegen Solidaritätsbewegung in Griechenland – Prozess gegen 80 griechische und internationale Aktivist*innen – „Our passion for freedom is stronger than their prison“: Bericht aus Thessaloniki

Am Mittwoch, den 27. Juli wurden in Griechenland in Thessaloniki und Athen selbstorganisierte migrantische und anarchistische Haus- bzw. Hafenbesetzungen geräumt. In der Anhörung am folgenden Tag wurden griechische und internationale Aktivist*innen wegen „Störung öffentlicher Ordnung“ und Sachbeschädigung angeklagt. Wegen fehlender Übersetzung wurden die Verhandlungen zweier Hausbesetzungen auf Anfang August vertagt, Aktivist*innen einer dritten Besetzung wurden zu Haftstrafen von vier Monaten auf Bewährung freigelassen bzw. zu Geldstrafen verurteilt. Die linke SYRIZA-Regierung in Griechenland setzt damit ihre Repressionspolitik der Räumungen der Protestcamps in Idomeni, Polykastro und anderer Orte fort, scheinbar im Versuch, die Kontrolle über Fluchtbewegungen und soziale Antworten auf diese zu suggerieren und die Solidaritätsbewegung und gemeinsame Organisierung von Refugees und Unterstützer*innen zu zerschlagen.

14:00 Uhr: Beim heutigen Prozess gegen die 50 Besetzer*innen des Hurriya-Squats waren ca. die Hälfte der Besetzer*innen anwesend und viele Unterstützer*innen vor Ort, der Saal war voll. Das Gericht verschob den Prozess und setzte den nächsten Termin für den 26. Januar 2017 an.

Wir rufen dazu auf Solidaritäts-Kampagnen für die Besetzer*innen und die betroffenen Refugees,zu starten und neue und alte Projekte zu unterstützen.

Es wird in den nächsten Tagen hier noch eine Zusammenfassung der Ereignisse und Prozesse der letzten 2 Wochen geben, ansonsten unregelmässige Updates zur Situation und den  Ereignissen in Thessaloniki.

Mittwoch, 3. Juli 2016:

18:00 Uhr: Heute gab es eine vegane Vokü und eine Kundgebung mit vielen Menschen direkt vor dem ehemaligen Hurriya-Squat, das letzte Woche geräumt wurde. Direkt um die Ecke liegt auch die Kirche, die für die Räumung des Refugee-Squats Orfanotrofeio verantwortlich ist, und gegen die am Sonntag eine Aktion stattfand. Die Reaktion war ein großes Polizeiaufgebot in der Innenstadt.

Heute ist das Urteil gegen die 5 Besetzer*innen des Orfanotrofeio gefällt worden: Die 4 schwedischen und eine griechische Freund*innen wurde zu jeweils 10 Monaten Gefängnis auf 3 Jahre Bewährung verurteilt, d.h. sollten sie in den 3 Jahren eine Straftat begehen kommen sie 10 Monate ins Gefängnis. Sie können die Strafe abwenden, wenn sie (PRO PERSON!) 4200,- Euro zahlen. Zusätzlich stehen Gerichtskosten von 200 bis 400 Euro pro Person an. Die Anwält*innen sind solidarisch und wollen kein Geld. Zusätzlich wurde der Prozess gegen 3 Refugees aus dem Camp Softex bei Thessaloniki wegen Körperverletzung eines Polizisten auf den 16.8. verschoben. Die drei Freunde sind angeklagt bei Ausschreitungen und Protest nach dem Tod der schwangeren Asas Ragda nach verweigerter Behandlung durch Ärzt*innen am vergangegen Donnerstag. 18:00 Uhr: Morgen wird der Prozess gegen 5 Besetzer*innen des Refugee-Squats Orfanotrofeio fortgesetzt. Wir werden wieder hier berichten.

Montag, 1. Juli 2016:

16:00 Uhr: Aktivist*innen die Fingerabdrücke verweigert haben bekommen 3 Jahre auf Bewährung und bei Zuwiderhandlungen direkt 6 Monate Knast. Alle anderen sind freigesprochen

15:50 Uhr: Statements werden verlesen. Es geht noch darum, dass Menschen Fingerabdrückabgabe verweigert haben und um eine Person, die verhaftet wurde obwohl sie nichts mit alle zu tun hatte.

14.20 Uhr: Viele Cops mit Schilden und Helmen blockieren den Eingang zum Gerichtssaal. Nur vereinzelt dürfen Unterstützer*innen den Saal betreten.

Aus dem Prozess: Anklage wurde nur erhoben, weil der Chef der nocrgriechischen orthodoxen Kirche in seiner Predigt dazu ein Statement abgegeben hat, sonst wären die Leute vielleicht freigelassen worden. Richter/Staatsanwalt noch sehr neutral.

12.35 Uhr: Das Plenum des besetzten Uni-Theaters hat beschlossen das heute wieder zu verschliessen, im Hinblick auf neue Besetzungen…stay updatet!

Bereits in der Nacht auf Sonntag wurde das Büro der Abrissunternehmens in Thessaloniki, die das Orfanotrofeio Squat abgerissen haben angezündet.

12.30 Uhr: Der Prozess startet. Es sind über 50 Unterstützer*innen im Gericht, die 25 Angeklagten werden im Nebensaal festgehahlten und einzeln vorgeführt in Handschellen. Es sind Refugees und Nicht-Refugees angeklagt. Die Anklage lautet auf „Störung der Kirchenruhe“, ein Vorwurf, der nach Einschätzung von Anwält*innen in Griechenland schwerer wirkt als der Vorwurf gegen die Hausbesetzter*innen letzte Woche. 10.00 Uhr: Die 25 gestern wegen der Kirchenaktion verhafteten Menschen sind immer noch in Haft, bald startet die Verhandlung in Thessaloniki vor dem Gericht. Mehr Infos in Kürze.

Sonntag, 31. Juli 2016:

14.00 Uhr: Heute wurden bei einer Protestaktion während eines Gottesdienstes in Thessaloniki Flyer gegen die Räumung des Orfanotrofeio Squats verteilt (Diese Räumung wurde von der Kirche angeordnet). Die Polizei stürmte daraufhin in die Kirche und verhaftete 25 Aktivist*innen mit dem Vorwurf der „Störung religiöser Handlungen“ etc. Sie sind momentan noch immer auf der Wache zur ED-Behandlung, nach Aussage der Polizei warten die Cops darauf, dass die Kirche Anzeige stellt.

Gleichzeitig versammelten sich viele Unterstützer*innen am neuen Squat (Theater der Uni an der Egnatia), da es Anzeichen für eine akute Räumungsbedrohung gab.

Juli 2016, ist um 12.00 Uhr eine Solidaritätsdemontration vor dem griechischen Konsulat in Hamburg unter dem Motto „Solidarität mit den angeklagten Genoss*innen in Thessaloniki – stoppt die Repression gegen Refugees und selbstorganisierte Projekte in Griechenland!„ geplant. Freitag, 29. Juli 2016:

11.20 Uhr: Guten Morgen! Thessaloniki schläft nicht…Heute Nacht wurden Teile der Aristoteleus Uni in Thessaloniki als Reaktion auf die Räumungen (u.a. das Nikis Squta, das ein Uni-Gebäude war und das die Uni räumen ließ) angegriffen. In Thessaloniki sind seit gestern zwei neue Gebäude besetzt: Gestern nach der Demo die Theaterschule in der Nähe der Campus an der Egnatia und die leerstehende Taverne „Lada“ im Stadtteil 40 Ekklisies. Die Besetzung stelle eine Antwort auf die Räumungen vom Vortag dar und setze sich zum Ziel, einen selbstverwalteten Raum für die Migrant_innen und ihre Kämpfe zu schaffen.

Ansonsten stehen heute Treffen der Betroffenen an, Solidaritätskampagnen stehen in den Startlöchern.

Donnerstag, 28. Juli 2016:

Nachtrag: 23.00 Uhr: Solidaritätsdemo in Thessa ist mit bis zu 600 Teilnehmer*innen laut und kraftvoll durch die Stadt gezogen und hat sich auf der Egnatia mit den protestierenden Refugees aus Softex zusammengeschlossen. Zum Ende wurde auf der Egnatia ein neues Haus besetzt für Refugees und die von Repression Betroffenen. Massive Polizeipräsenz in der Stadt.

18:00 Uhr: Ticker ist für heute beendet. Aktionen in Thessaloniki und anderen Städten aber noch lange nicht. Die Anklagen gegen die Aktivist*innen stehen noch. Am 5. August soll es weiter gehen. Haltet die Augen und Ohren offen.

16:50 Uhr:  Urteil für die Leute aus Squat Nikis. Aktivist*innen aus Griechenland werden zu 4 Monaten Haft auf 2 Jahre Bewährung verurteilt und ein*e weitere*r Aktivist*in zu einer Zahlung von 5 Euro pro Tag über ein halbes Jahr. Eine Demo startet am Gericht. Um 19 Uhr soll es eine weitere Demo geben.

Gerade gibt es Auseinandersetzungen zwischen Refugees und Polizei im Camp Softex nachdem ein Mädchen gestorben ist. Menschen wollen raus aus dem Camp und eine Demo machen. Die Demo vom Gericht geht in deren Richtung um sie abzuholen.

Heute morgen wurden in Thessaloniki drei Squats geräumt.

Das alte Waisenhaus Orfanotrofeio wurde in den letzten fünf Jahren mehrmals geräumt und wieder besetzt. Kurz nachdem die Räumung beendet war, wurde direkt mit dem Abriss gewonnen. Zuletzt wurde es im November 2015 besetzt um Geflüchteten nach der damaligen Räumung Idomenis eine sichere Zuflucht zu gewähren.

Der „Mandalideio“ Saal gehört zur Aristoteles Universität in dem in den 90er Jahren das Institut für Journalistik und Medienstiftung untergebracht war. Das dritte Gebäude ist in Privatbesitz und stand leer, bevor es in den letzten Tagen besetzt wurde, um den in der Umgebung von Thessaloniki lebenden Flüchtlings und Migrant*innen-Familien Schutz zu bieten.

Als Antwort auf die Räumungen wurde das Syriza-Büro in Thessaloniki von Anarchist*innen besetzt mit der Forderungen alle Aktivist*innen freizulassen und den Abriss des Hauses zu stoppen.

Es wurden ungefähr 80 Aktivisten (Refugees und internationale Aktivist*innen) verhaftet und in eine Tiefgarage gebracht. Die meisten Refugees wurden sofort in Abschiebe-Zentren gefahren. Was den Aktivisten vorgeworfen wird ist unklar. Der Kontakt zu Anwälten gestaltet sich schwierig.

Laut Polizei sei die Räumung eine Antwort auf das No-Border-Camp gewesen.                             Die Pressestelle von SYRIZA hat ebenfalls eine Mitteilung herausgegeben: „Die polizeiliche Räumung der besetzten Häuser in Thessaloniki steht im Gegensatz zu unserer Politik. Die Kriminalisierung von Solidaritäts-Projekten stellt eine Praxis dar, die nichts zu tun hat mit linken Prinzipien und Werten.“

Diese beiden Mitteilungen zeigen wieder einmal wie die vermeintlich linke Regierung einerseits versucht solidarische antiautoritäre Projekte zu verhindern und zu kriminalisieren, den „Krieg gegen Geflüchtete“ mitführt und sich andererseits absurderweise als „gut“ und „solidarisch“ darstellt, indem sie in diesem Fall ihre eigenen Handlungen kritisiert.                                       Absurder geht’s kaum noch…

Urgent call for supporting refugees in Serbia (german below)

The entire closing of the so called ‚Balkan route‘ forced by the EU in
mid of march took refugees the only reasonably safe possibility to reach
Germany or other EU-states. But besides militarized borders and inhuman
treatment by authorities all along this way people still are using this
route, either on their own or with the help of smugglers.

Belgrade is an important transit point for people traveling across this
route. Many people arrive here from Macedonia and Bulgaria and try to
organize their further travels through Hungary or Croatia. In Belgrade
the effects of the border politics are directly visible: Several hundred
people are stuck here and new groups arrive every day. Most of them are
left even without the possibility to get shelter, proper food or
information.

To contrast this development with compassion and humanity we, a group of
transnational activists, established a support structure in Belgrade.
Right now we have a mobile kitchen to provide people with warm food
every day and preparing abandoned homes as improvised shelters. Our
focus is rather not on humanitarian aid (that actually should be
provided by the authorities) but to cook together with the refugees,
protest together, and learn from each other.

In the next few days many of our group have to leave and only some will
stay in Belgrade. In order to continue this work we need more people to
come to Serbia as soon as possible plus in the long term. There is a
flat where you can sleep or take a rest and create new ideas. If you
come, consider donations (money is most important since we can buy all
ingredients in local shops, but used (smart) phones would be great!).
For working together with the local structures it would be best to stay
for a longer time, at least one week.

Dringender Aufruf zur Unterstützung von Flüchtenden in Serbien
Das komplette Abriegeln der sogenannten ‚Balkan Route‘ Mitte März auf
Druck der EU hat Flüchtenden die einzige Möglichkeit genommen
Deutschland oder andere EU-Staaten halbwegs sicher zu erreichen. Doch
trotz militarisierten Grenzen und unmenschlichen Behandlungen durch
Behörden auf der kompletten Strecke nutzen nach wie vor Menschen diesen
Weg, entweder auf sich allein gestellt oder mit der Hilfe von
Schlepper*innen.
Belgrad ist eine wichtige Station für Menschen auf ihrem Weg entlang
dieser Route. Viele Flüchtende kommen über Mazedonien oder Bulgarien
hier an und versuchen ihre Weiterreise durch Ungran oder Kroatien zu
organisieren. Die Auswirkungen der EU-Grenzpolitik sind in Belgrad
direkt sichtbar: mehrere hundert Menschen hängen hier fest und täglich
kommen neue Gruppen an. Die meisten von ihnen haben weder die
Möglichkeit eine Unterkunft zu finden noch bekommen sie angemessene
Verpflegung und Informationen.

Um dieser Entwicklung etwas Mitgefühl und Menschlichkeit
entgegenzusetzen haben wir, eine Gruppe von transnationalen Aktivisties,
eine Unterstützungsstruktur in Belgrad aufgebaut. Zur Zeit haben wir
eine mobile Küche vor Ort um Menschen mit warmem Essen zu versorgen und
stellen verlassene Häuser als Unterkunft zu Verfügung. Unser Fokus liegt
jedoch nicht auf humanitärer Hilfe (die eigentlich von den Behörden
geleistet werden sollte) sondern wir kochen gemeinsam mit den
Flüchtenden, protestieren gemeinsam und lernen von einander.

In den nächsten Tagen werden viele aus unserer Gruppe Belgrad verlassen
und lediglich ein paar werden hier bleiben. Um unsere Arbeit fortführen
zu können ist es notwendig, dass mehr Menschen sowohl kurzfristig als
auch auf lange Sicht herkommen. Wir haben hier eine Wohnung, in der du
schlafen oder dich ausruhen und neue Idee entwickeln kannst. Solltest du
herkommen wollen, bring auch gerne Spenden wie Geld (da wir alle Zutaten
in Geschäften vor Ort kaufen) oder (Smart)-Phones mit. Um mit den
hiesigen (No-Border-)Strukturen zusammen arbeiten zu können, wäre es
gut, wenn du mindestens eine Woche bleiben würdest.

Aktuelle Situation auf der Balkanroute

Mitte März kam es zur befürchteten Komplettschließung der Grenzen für alle Flüchtende. Wo zuvor noch das Nadelöhr Idomeni für Menschen aus Syrien und Irak war, ist nun ein doppelter, hoch militarisierter Grenzzaun – bewacht von Panzern und Soldaten, die sich nicht scheuen, die dort Festsitzenden mit Tränengasgranaten und Gummigeschossen zu beschießen. Auch die Türkei hält die Grenze zu Syrien geschlossen.

Diese Abschottung durch krasse Militarisierung der EU-(Außen-)Grenzen und die schrittweise Erklärung einer „sicheren“ Herkunftswelt (sog. Sichere Herkunftsländer seit 2015: alle Balkanstaaten, Maghrebstaaten, Afghanistan und aktuell finden Diskussionen mit ostafrikanischen Diktaturen statt) legitimieren Abschiebungen dorthin zwar gesetzlich, ändern jedoch nichts daran, dass Fluchtursachen existieren.
(Bürger-) Kriege, ökonomische Ausbeutung, Terror, Boom der Waffenexporte, politische Verfolgung, Kooperation der EU mit repressiven diktatorische Unterdrückerstaaten, zerstören Lebensgrundlagen, machen ein sicheres Leben unmöglich und zwingen Millionen Menschen in die Flucht.
Die gezielte und gewaltvolle Abwehr schutzsuchender Menschen auf der Flucht – ob durch NATO-Schiffe in der Ägäis, Militärpräsenz an den Balkangrenzen, Tränengaseinsätze oder das unfassbare Abkommen zwischen EU und Türkei, das eine direkte Abschiebung Flüchtender in die Türkei gegen Milliarden Euro legitimiert, ist nicht nur fahrlässig, sondern Mord an Unschuldigen!

Die abgestumpften Augen und Ohren der meisten EU-Bürger*innen haben sich an das Sterben Tausender im Mittelmeer, in der Ägäis oder auf ihrem Weg über die Balkanroute gewöhnt. Was muss noch alles passieren, um endlich aufzuwachen? Das ist keine „Flüchtlingskrise“, sondern ein Krieg gegen Menschen auf der Flucht!
Doch die kapitalistisch-ökonomischen und machtpolitischen Interessen der EU, die durch festverriegelte Nationalstaatsgrenzen gesichert und die Einteilung in „gute“ und „schlechte“ Geflüchtete aufrechterhalten werden, haben noch immer Vorrang vor Menschenwürde und -leben.

Es gibt für Flüchtende keine legale Möglichkeit auf sicherem Wege nach Deutschland oder andere EU-Staaten zu kommen. Nach der lebensgefährlichen Bootsüberfahrt von der türkischen Küste auf die griechischen Inseln, werden die Überlebenden nun direkt abgefangen und in griechischen Gefängnis- bzw. Abschiebelagern „aufbewahrt“, um dann zurück in die Türkei abgeschoben zu werden.

Für die wenigen, die es schaffen können, sich loszureißen oder unentdeckt weiterzureisen, besteht der einzige Weg darin, sich auf unbegreiflich gefährliche Wege und in unmenschliche Bedingungen zu begeben; in permanenter Angst, entdeckt und dann ausgeraubt, misshandelt und zurückgeschoben zu werden. Wochenlange Fußmärsche mit teilweise (Kriegs-)Verletzungen sind für viele, insbesondere Familien, Ältere, Kranke oder körperlich eingeschränkte Menschen, kaum zu bewerkstelligen. Die Abschottungspolitik eröffnet den Markt für Schlepper*innen, ohne die die zwar Flucht kaum noch möglich ist. Immer wieder sind Flüchtete ihnen ausgeliefert und werden nicht nur finanziell ausgebeutet.

Seit Sommer 2015 existiert ein breites, nicht-hierachisch und selbstorganisiertes Netzwerk von Aktivist*innen aus ganz verschiedenen Ländern. Wir vernetzen uns entlang der Balkanroute und versuchen Flüchtende sowohl auf den griechischen Inseln, als auch in Thessaloniki, Idomeni, Mazedonien, Serbien, etc. so zu unterstützen, sie dass ihren Weg fortsetzen zu können.
Das impliziert die Versorgung mit Essen, Kleidung, Medizin, Landkarten und Materialien, die auf der Reise benötigt werden. Außerdem wollen wir unabhängige Informationen weitergeben, die durch Vernetzung mit weiteren Aktivist*innen aus verschiedenen Ländern generiert werden, Schlafplätze und Ruheorte ermöglichen, zuhören und emotional unterstützen sowie die Proteste und Forderungen der Flüchtenden unterstützen.
Wir wollen nicht nur humanitäre Hilfe leisten, die eigentlich in staatlichen Verantwortung liegen und bereitgestellt werden sollte. Wir kochen gemeinsam, wir protestieren gemeinsam und wir lernen voneinander.
Denn: Wir wünschen uns eine befreite Gesellschaft, in der alle Menschen das Recht auf Bewegungsfreiheit, Würde und Schutz haben. In der Menschen nicht nach ökonomischen Verwertbarkeitskriterien kategorisiert und ausgegrenzt werden. Deshalb rufen wir zur Solidarität mit allen Menschen auf der Flucht auf.

Es gibt bereits viele unterstützende Strukturen: selbst aufgebaute Küchen und Teezelte, Powerbanks, damit Menschen ihre Handys aufladen können, besetzte Häuser, um Schlafplätze und Vernetzungsorte zu bieten, Kleiderausgaben, Infostände.
Auch jetzt gerade befinden sich Aktivist*innen und Unterstützer*innen an verschiedenen Orten auf der Balkanroute. Sie kochen und geben Informationen in Belgrader Parks, wo hunderte Menschen gestrandet sind. Parallel findet viel Austausch mit lokalen Unterstützer*innen und über Nationalstaatsgrenzen hinweg statt.

URGENT: Support structures for migrants in Belgrade under attack

The political management of migrations on the Balkan Route has entered into yet another phase. Ever since the EU-Turkey Deal came into force at the end of March, one of its main parts was the repression targeting both the people traveling through the Balkans and the people involved with support and solidarity structures. Enormous amounts of violence was and still is being deployed at many points along the route: from the Greek islands up to Macedonia and Bulgaria. On the other hand Serbia was up until last Sunday’s parliamentary elections the only country along the Balkan Route in which people could move more or less freely and were faced with relatively little state repression. But the worrying developments of today mean that also the situation in Serbia is changing fast and to the worse.

For more than two weeks there has been a No Border Squat in Belgrade, sheltering up to 80 people against the harsh weather and giving some privacy and resting space to people who otherwise had to sleep in the parks in town. Today at 10am a group of uniformed and civil clothed police officers entered the premises and ordered everyone in the house to move to the asylum camp Krnjaca outside of Belgrade. As the reason for this intrusion they cited the provisions of a new law that obliged people who had not been registered with the authorities yet, to move to the camp immediately. Thanks to the local and international legal support on the spot this argument of the police officers was soon discredited as it turned out that the law in question had indeed been passed but will not come into force before 28th of May 2016. But the deceiving behaviour of the police officers did not end there, rather it was just a first of many highly problematic and possibly even illegal acts that followed in the course of the day.

As seven people that stayed in NoBorderHostel were taken to the police station in order to register them there (see picture), the fear arose that the authorities will tear down the squat quickly. International supporters were intimidated as police conducted harsh ID checks that involved screaming and other threatening behaviour. The police officers talked to some construction workers who were also present at the scene. It was at that point that the news reached us that ‚Miksaliste‘, a container park that is situated right next to the NoBorderHostel is being emptied. Since early December ‚Miksaliste‘ has hosted many different NGOs and other basic support structures for migrants providing toilets, clothing, food, tea, showers, medical treatment and child care. Thus it became clear that it is not only the NoBorderHostel that is being targeted but that the whole support structure for migrants in Belgrade is about to be erased. It turned out that yesterday evening Miksaliste got an eviction notice from the police in which they were told to vacate the container camp within 48 hours. In case of their non-compliance the NGOs were threatened to loose their permission to continue with solidarity and support activities.

Putting these incidents into the big picture of the recent Serbian elections and the general climate towards people on the move in Europe, the repression in Belgrade clearly fits in the well established framework of pushing people into illegalization and further out of sight into the shadows of remote areas on the one hand and criminalizing support structures on the other. Eight weeks after the official closure of the Balkan Route between Macedonia and Greece, the repression and neglect of basic human rights moves further north as Serbia too steps in the EU’s line. The intention of defending Europe’s wealth becomes extraordinarily obvious in this case as both Miksaliste and NoBorderHostel are located in the area of the Belgrade Waterfront Project. Investors from Serbia and the United Emirates clearly have no interest in tolerating non-profitable venues in their interest zone.

Gentrification uncovers its ugly smile
Outrage and anger about this illegal evictions was taken into the public scene in form of a spontaneous protest at 6pm. A dozen of freshly painted banners was unrolled in the two parks around the train station that are the main stage of the migrants movement since last summer. The police showed up as soon as they heard slogans echoing from the walls. When the protest was over and the banners were collected they asked for IDs and charged four activists with a hilarious made up fine multiplied by the number of banners – for ‚littering‘. Again another sign of solidarity that became target of arbitrary police repression.

What is politically symptomatic is that the sudden 180° turn of the Serbian government came immediately after the ruling party of the master of political spectacle Aleksandar Vucic consolidated its grip on power at the Sunday’s elections. His party aimed at and ultimately gained an absolute majority and while everyone was busy dissecting the electoral results, the old and new government decided to use the opportunity and redefine its policy towards the migrants. The move of the Serbian authorities should be understood in the context of decidedly repressive regime that the EU has managed to implement along the whole Balkan Route over the last weeks. Deportations of migrants as well as destruction of solidarity structures on the Greek islands, heavily militarized and extremely violent operations on the border between Greece and Macedonia and the excessive use of violence against people on the move in Bulgaria and Macedonia are the context in which the latest move of the Serbian government can seen as an implementation of the same Balkan-wide regime of total closure of the route. Another political fence along the walls of Fortress Europe is being built on the Belgrade Waterfront. Clearly, media-savy government of Serbia did not want to expose itself during the election campaign but now this caution is no longer necessary and the implementation of EU plan in Serbia can happen.

For the people involved in support and solidarity work in Belgrade and across the Balkans this is just the latest in a series of attacks on the freedom of all of us. But even as gestures of solidarity get criminalized and people are pushed into the hands of criminal associations, our resolve and determination to fight Fortress Europe does not vain. We will continue to open NoBorder squats, to cook in NoBorder kitchens and to support the people with whom we want to build a new and better Europe together in other practical ways. We are inspired by the infinite acts of resistance and courage from our co-travelers from other parts of the world. It is because of them that the border regime broke down in the first place and it is because of them that our solidarity efforts make sense. You cannot evict a movement.

URGENT: Repression in Belgrade

We are a group of noborder-activists from all around and spend our time in Belgrade since weeks to support people on the move with their journey through Serbia. we deliver hot chai around the bus station two times a day to 100-200 people and inform about the situation further north. Also, we established and help running the self-organized „No Border Hostel“, a squatted building in the city center, where around 30-50 people per night find shelter without the hustle of official registration like in the camp far out the city center. We formed a collective together with local groups and individuals around this place and work hand in hand to keep good spirit up.

Current Happenings in Belgrade

On the coming Sunday Serbia elects a new shitty government. For that event the municipality decided to get rid of the refugees in the city center and cleaned the parks yesterday with water early in the morning, weeping away all proof of ongoing inhumane conditions here. Sleeping people were not warned and many were sprayed wet in the cold. European-union-paid-garbage-collectors of the commissariat for refugees (see picture!) and police collected all sleeping bags, mats, tarps, tents and personal belongings as clothes or shoes and filled up two large dumpsters. The parks were shiny afterwards – many lost their sleeping places for the next cold nights. At the moment no ngo is allowed to give out sleeping equipment, not even covers. People without the right papers and appearance are only allowed to sit and walk in the park. The police harassed people in the day and checked for papers. In the evening, the municipality „invited“ all refugees to come to the „open camp“ in Krnjaca outside the city by bus. Only 20 persons went on the busses while all others had to find new sleeping places. For the same night the squat got a non-official eviction notice from city officials, today the threat was repeated. But solidarity in the collective is big, many came in the afternoon & evening to protect the squat from eviction – some people slept there together with the refugees. Facing a situation in which people don’t even have access to the least equipment to sleep outside in the parks, the squat becomes even more an important and trusted space to rest for people on the move. Activists around Belgrade seem to be motivated to keep this place running and support against eviction and police repression is confirmed by numbers of people showing up every day. Vacancy in the city is obvious and it’s just a matter of time more squats should pop up.

Outlook

Some say that all this harassment in the city center against people on the move will end as soon the election circus finished. Others expect harsher conditions in the so far „refugee-friendly-whatever-humane-serbia“. To understand the whole better we closely observe the recent happenings in Greece, especially in Chios, Lesvos, Piraeus and Idomeni. Evictions and police repression against refugees and supporters seem to enhance. Please keep us updated about your struggles!

Report from Belgrade, 01.04.16

In contrast to the last reports we decided to focus on information and keep it rather to the facts than to the pictures. Also we publish it in English in order to make the information more accessible.

We, that’s a group of people who came from different countries in order to support people on the move in Beograd. Some of us are already here since the very beginning of the Tea Project, others joined over the last weeks. Most of us are staying for 2-3 weeks, only 2 will stay for some longer time. We will explain our structure a little more detailed as follows.

Transit in numbers:
In Belgrade there is a large fluctuation of passengers. The number of people arriving and leaving the city is changing a lot. During the last days we’ve got the impression that more people arrive to the city these days as there are many more people joining the morning and evening tea and lots of people started sleeping in the park. Giving reliable numbers is very difficult as there are various ways that people arrive and no ‚check in point‘ for people to register.  Some might stay in smuggler houses and are never visible to the public, others use a registration paper to sleep in a hostel for a couple of nights, again others just move on directly. We assume that it’s around 100-200 arrivals per day and more or less the same number leaving each day. Some of the people in transit report that they crossed Bulgaria and Macedonia walking by foot and that they intend to continue their way with the service of smugglers. Crossing borders got more and more dangerous. Still: People move! For numbers you can check how many people were caught each day because of “irregular entrance”, published by the Hungarian police, we guess that a high rate of people get caught.

Let’s talk about NGOs:
There are plenty of different NGOs in the city who more or less cooperate in order to provide some basic services to the people passing the city. Aside of international NGOs such as MSF (Mediciens sans Frontieres), Red Cross, UNHCR and Mediciens du Monde there are also local NGOs supporting refugees. They provide (some type of) food (with a lot of packaging), clothing and new shoes (which is great except that they put refugees under general suspicion of selling the donations and don’t let them choose), there is a hot shower and toilets, a free internet café and an info-point with information about the legal situation in Serbia, i.e. the asylum procedure as this is what’s basically left in times of Fortress Europe closing it’s borders not only legally but also militarily.

As a contrast to the work covered by NGOs we shifted our focus to establishing and providing sleeping places by prolonging the contract with a hostel where people can stay without official papers and clean up an abandoned house opening up a “No Border Hostel”. Also we generate and provide independent information over the situation in Hungary, Austria and Germany – as this is what most people ask for and actually make some FRIENDS.

About our group:
Normally, we are around 4-8 activists from different backgrounds, most of us first met here in Belgrade. Some are part of the structure since it’s very beginning, others joined later on. Everyone is coming with different interests, experiences, skills and perspectives but what is unifying “us” is the deliberate decision to interrupt their personal life and dedicate it rather to what is needed for people on the move. Therefore what we’re doing is highly dependent on the people leaving and joining the group covering a variety of activities, such as organizing panel discussions, cleaning abandoned houses in order to provide some dry shelter and connecting what we’re doing to local and international media. We are on the way to get more structured and provide information more accessible to newcomers that are joining our structure. It happens often that the experiences we have on the street and the stories we hear challenge our understanding of humanity or strategies of how to live in this fucked up world. To recover from this, we take care of each other and enjoy the inspiring exchange of ideas that we have in our group.

As well we would like to share with you some things that we’re discussing and doing about at the moment:

– Who to invite to the hostel?
There are more people on the street than our friend’s hostel can possibly host. Generally we disapprove of things like a distribution policy which NGOs use to do a lot. In the end, who are we to decide who is more in need / more vulnerable / more valuable than the other? How can we judge such things as often there’s language barriers in between and personal relations among all of us. So sometimes we would offer a place in the hostel quicker to people we feel attached to. How about that, when the  decision of who to invite is up to the unique individual human interaction that we have with the people we meet. Is that a guideline? Also those young rebellious guys who we offered a place in the hostel lately showed us how one-dimensional our perspective turns out sometimes. Like other teenagers they don’t want to be regarded as children and be treated like adults. So how to handle that?
Most likely, we will continue discussing and learn by doing.

– Tea and Protest
These days we also discussed a lot about how visible our political opinions should be when we are in the park with tea. What are the impacts of having banners with us saying “open borders” or “right to travel”? On the one hand we want to be easily understood as people with a distinct approach to NGOs and we would love to create possibilities of political expression with our friends on the move. On the other hand we have some concerns that we would risk more repression or risk to impose our western leftist language on them. We are currently heading for an exchange with no-border Serbia about their desires and experience with repression.

Getting to know the legal situation in Hungary and its border region:
As most of the passengers are moving on towards Hungary, we see it as one of our main tasks to generate knowledge on the legal situation in Hungary. As all the NGOs in Belgrade stick to the information that is at hand within the official legal frame, i.e. how to apply for asylum in Serbia, almost everyone who’s moving on to Hungary is going without knowing what to expect. Therefore, specific information, such as Hungary officially being in the Dublin Agreement but not taking back more than 12 refugees per day, is highly valuable for passengers we meet on the move. With this information in mind, the danger of giving a fingerprint is less fearing.

Networking Belgrade-Budapest:
Meeting people in the park is making obvious what is in practice for people on the move. The information that we provide could or should rather focus on the situation in Hungary than on the situation in Serbia (as this is already covered by official institutions too). Almost everyone we met so far neither wanted to stay in Serbia nor in Hungary. Through the strong personal contact we are thinking in and supporting the passengers perspectives of moving on until they reach their current destination. Therefore, we consider it important to be informed about what’s going on in Hungary in order to support people with what they actually need: knowledge and perspectives.

As the situation is changing almost every day we consider it very important to connect the work we’re doing to existing refugee support structures in Hungary. Therefore, we met with some activists from Migszol Budapest in order to get an update about the current situation, get contact persons in Hungary to call in case of illness or legal support and make some new friends. So far, the contact is very inspiring as we met people who have been dedicating their free time on refugee struggles for many years now and really know a lot about what’s going on in Hungary and other countries. Still, we also see the differences between our perspectives. The support structure in Hungary is rather aware of people who are actually staying in Hungary for some longer time or eventually intend to seek asylum there. Knowing the numbers from the Hungarian Police Website (see above) and the limited space in the detention centers there, we guess that it’s a lot more people who are actually continuing to Austria without being “seen” by Migszol volunteers.

“No Border – Hostel”
With the awesome energy of self-organized people who don’t ask anyone for permission and just start doing, there’s a new place to sleep now. With brooms, shuffles, basic material, and lots of love activists from Hamburg created some shelter for around 50 people to stay and sleep. There’s already 4 separated rooms, one of them a women’s place. Sanitary facilities and electricity access are in progress. Here are some pictures.

Mitte April machen sich mehrere Aktivist_innen aus Osnabrück, Bramsche, Bremen und Hannover auf den Weg in den Balkan, um dort aktiv, solidarisch und unbürokratisch fliehende Menschen zu unterstützen.

Eines der wichtigsten Dinge auf der Flucht sind Smartphones. Nicht nur, um in Kontakt mit anderen bleiben zu können, auch um Wege via GPS herauszufinden. Auf der Route werden Menschen regelmäßig überfallen und ausgeraubt, wobei vielen neben Geld und Papieren auch das Handy gestohlen wird.

Aus diesem Grund, bitten wir euch, uns eure alten, funktionsfähigen Smartphones (und – weil es immer noch besser, als nichts ist – auch andere Handys) samt Ladegerät /-kabel zu spenden! Ihr könnt sie bis zum 16.04. im Substanz Osnabrück, Frankenstraße 25a abgeben!
